What is an Educational Programs & Operations (EP&O) Levy?
Everett Public Schools receives most of their funding from the state—but the state does not fully fund the actual cost of educating students. To bridge this gap, our community votes on Educational Programs & Operations (EP&O) levies like Proposition 2, which provide local funding to support student learning and essential school services.
Approving Prop 2 will ensure our students have access to the programs, staff, and opportunities our families expect in a high-quality public school system.
What is at Stake?
Prop 2 will support the people and services that directly impact students every day. These local dollars help fund:
- Additional teachers and support staff
- Special education services beyond state funding
- School nurses, counselors, and mental-health supports
- Transportation not covered by state reimbursement
- Student programs such as athletics, music, arts, and clubs
- Safety and security staffing and systems
- Classroom support and instructional materials
These resources will help maintain safe schools, strong supports, and well-rounded learning opportunities.
How Does This Levy's Funding Work?
This EP&O levy is funded through local property taxes approved by voters. Homeowners pay a set rate per $1,000 of assessed property value. State law limits the amount districts can request in order to promote funding fairness across communities.
Example:
If a levy rate is $2.00 per $1,000 and a home is valued at $500,000:
$2.00 × 500 = $1,000 per year
Why is Approving Prop 2 Essential?
State funding does not cover:
- Full staffing levels needed in schools
- Comprehensive special education needs
- All transportation costs
- Extracurricular and enrichment programs
Without levy funding, our district may face reductions in staffing, programs, and student services. Levy dollars allow schools to continue offering a full spectrum of academic and extracurricular opportunities for the children of our community.
Accountability and Transparency
Everetty Public Shools is required to:
- Spend levy funds only for voter-approved purposes
- Provide public reporting and budgeting information
- Undergo audits to ensure responsible use of taxpayer dollars
